Risk assessment that comes to mind after Occupational health and safety mentioned may seem easy at first glance, the job Once inside, particularly begginers work on this, even specialists may confuse.

So what is this risk assesment that frequently mentioned in 19 regulations and Occupational Health and Safety Regulation and also in the European Union Council Directive dated 12.06.1989,  to improve employee health and safety measures at workplace?


With 4857 Labor Law a new era has begun in the workplace, a proactive attitude against employee health and safety threatening conditions and behaviors rather than a reactive attitude, taking precautions against possible dangers and risks proactively aiming to avoid irreversible spiritual and material losses.

In this context, risk assessments are studies using qualitative and quantitative methods to uncover in a systematic way and destroy or downgrade to acceptable levels, work environment, conditions or existing hazards at  environment.

Here, we face to different concepts, frequently used interchangeably stirring in our beautiful Turkish; Hazard and Risk.

With Occupational health and safety perspective;

Danger refers to, the potential damage to the labors, workplace and/or working environment, there are existing in work environment and work conditions

Risk, with the possibility of the occurrence of a specific hazardous event the consequences of these events occur is a combination of the severity of the injury or damage.

If we formulated; Risk = Probability x Severity

This formula’s results with the assessment of risk is acceptable (the organization’s legal obligations and their occupational health and safety policy Given the tolerable level reduced risk), whether or not or what time period, and the extent to which measures should be taken is determined. An event’s possible damage occurance can be estimated more or less. (Falls from heights results with death or serious injury, etc..). Although there are -more detail  will mentioned later about- risk matrices and so various practical methods, though, generally most difficulty people working on this issue is to experss numerically of the probability of an event occurrence.

Possibility is hard to work with and is a heightened state of fallibility. However, in occupational health and safety legislation measures that need to be taken care for different types of work and safe working conditions are discussed in great detail. Even if the requirements of the legislation are fulfilled, satisfactory results for the prevention of hazards can be achieved.

In this regard, especially those working in the field of occupational health and safety falss an important task. Including its employees and employers to improve the perception of risk in the population, and drawing people’s attention to this important subject to form occupational health and safety culture in all aspects of life  can be the first step to be taken.
